HEALTH secretary Alex Neil has vowed (he did not say ensure, nor did he say a change in policy will take place. He merely "vowed" to not ask. We all know what a politicians promise is worth??? ) not to ask doctors to hit
targets for the number of patients who die on the controversial
Liverpool Care Pathway, after it emerged hospitals in England were being
given financial incentives to do so.
His promise comes amid concerns from a growing number
of doctors, patients, their families and charities about the care
pathway, known as LCP, which many critics say is a way of hastening the
deaths of people who are terminally-ill.
The Association for
Palliative Medicine, which represents 1,000 doctors working in hospices
and specialist hospital wards,says the average lifespan of a patient on
the pathway is 29 hours, but that some patients taken off the pathway
have lived for several months.
It emerged yesterday that up to £30
million has been handed to NHS hospitals south of the Border in the past
three years to achieve LCP goals. Several hospitals confirmed they received extra funding for increasing the percentage of patients who died while on LCP.
Independent
MSP Margo MacDonald, who is battling to give terminally-ill people in
Scotland the right to choose when to die, described the incentives as
“shocking”. She wrote to Mr Neil to ask if targets for LCP had been set
in Scotland’s hospitals.
Ms MacDonald said: “Paying doctors more to end people’s lives when the patient has not given their consent is wrong.
“The
difference between LCP and what I am seeking is that with LCP the
patient does not say what they want. In many cases, their families are
not even told, let alone asked, if LCP is to be used.”
A Scottish Government spokesman said “We do not have – or plan to introduce – targets for Liverpool Care Pathway.”
The
Association for Palliative Medicine is organising an inquiry into the
method, which is thought to be used in about 100,000 cases in the UK a
year. It was revealed that payments to English hospitals to introduce
LCP are made through a system called Commissioning for Quality and
Innovation, which channels money to hospital trusts.
Part of the scheme was a target for the number of patients discharged from hospital to die at home after being put on LCP.
The
Department for Health said: “It is right local areas try to improve the
care and support offered to dying people as it means patients are more
comfortable and treated with dignity in their final days and hours.”
But
Dr Tony Cole, chair of the Medical Ethics Alliance pressure group said:
“If death is accelerated by a single day that will save the NHS nearly
£200 – that is the estimated cost of a patient per day in hospital. My
position on the LCP is that it is inherently dangerous and unnecessary.”
Government, they will use you when you can work and pay taxes, but, to them your life is worth nothing.

A car bomb has ripped through the Al-Hajar Al-Aswad district of southern
Damascus following heaviest military airstrikes since fighter jets were

If the CSTO has 20,000 well trained peacekeepers, 19,000 of them are Russian. The remaining CSTO member states -- Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan -- have shown only occasional enthusiasm for Russia's ambitious plans for the alliance, and it's hard, if not impossible, to imagine any of those countries sending their soldiers to Syria.
So, the chances of anything coming to pass with this proposal are zero. But it's an interesting idea for a group that is still working to develop a reason for existing.

Radicals among China's ethnic Turkic Uighur minority have been travelling to Syria since May to join the fighting on trips organized by groups opposed to Beijing's rule over Xinjiang, the Global Times reported Monday.
Citing unidentified Chinese anti-terrorism authorities, it said the groups were funding their activities through drug and gun trafficking, kidnapping and robbery, and providing training for "separatists, criminals and terrorists" who had fled Xinjiang.

When the Libyan air force did not take to the skies as predicted, (lied about) NATO liberally interpreted its UN mandate to “protect Libyan civilians.”
For propaganda purposes, the various Libyan rebel factions were described as “armed civilians,”(sound familiar?) thus NATO could use their full aerial arsenal to “protect”(slaughter Libyans who did not wish to be destroyed by NATO’s arsenal) anti-Gadhafi forces. NATO’s targets included all Gadhafi loyalist forces, weapons and equipment.

This is when Canada once again took a lead role in the Libyan conflict. Sensing the rebel factions were losing their will to continue, Foreign Affairs Minister John Baird flew into Benghazi on June 27, 2011, to bolster the rebels’ morale.
As a result of Baird’s bloodthirsty rhetoric and promises of a brighter future in a post-Gadhafi Libya, the “armed civilians” charged once more into the breach. Last week, Human Rights Watch released a detailed report on this incident, revealing that Gadhafi had likely died of hemorrhaging after being sodomized with a bayonet.
Gadhafi’s son, Mutassim, was also captured alive that day, along with an estimated 150 loyalist fighters. (Libyan Army) According to Human Rights Watch, all of them were tortured prior to being executed.
Our complicity in such brutal war crimes would clearly taint NATO’s victory in Libya. However, despite the staging of a glorious parade on Parliament Hill last November and the awarding of the Order of Canada to Bouchard, those wacky “armed civilians” keep demonstrating to the world that such victory celebrations were premature at best.
Almost unreported in the Western media is the fact that 'Gadhafi loyalists' (Libyan Army true to an unoccupied Libya) are still battling “armed civilian” militias in the city of Bani Walid. The current bloodshed and civilian casualties in that city are on a par with the current carnage in Syria, but Baird is no longer challenging the international community to protect Libyans.

An Israeli intelligence official for the first time confirmed(nonsense) that the Israeli military operates in Sudan, just days after the government in Khartoum accused Israel of bombing an arms factory outside the capital.
Israel officials never publicly confirm nor deny their country's involvement in overseas operations. But speaking anonymously to NPR, an Israeli intelligence officer says that Israel does -– most definitely –- operate in Sudan.
Like many Israeli officials, the intelligence officer refused to answer questions about international law and whether Israel routinely violates the sovereignty of a foreign state to carry out its military operations. ( you know they do)
But he said whatever the Israeli military may or may not do is shared with Israel's friends in the West.

If Indeed Israel was responsible for the bombing raid, it is possible to postulate the following objectives:
1. Its air force flew 1,800-1,900 kilometers to reach the Sudanese arms factory, a distance longer than the 1,600 kilometers to the Iranian underground enrichment site of Fordo. This operation may have been intended to show Tehran that distance presents no obstacles to an Israeli strike on its nuclear program.
2. The IAF has an efficient in-flight refueling capability.
Was this a trial run for an attack on the Fordo site in Iran?
It does seem possible.
Israel has operated in Sudan for so long now, it would make sense that Israel has ample operatives, soldiers, useful idiots, whatever- on the ground, in Sudan. They would not need to undertake a risky fly by/fly over bombing.
The same applies to weapons into Gaza, operatives on the ground could prevent them from getting to Gaza.
Additionally anytime some nearly useless rockets is fired from Gaza, Israel is provided with the pretext to pummel the Gazans in general and carry out a slew of targeted strikes. One would wonder why Israel would bother to block weapons from getting into Gaza?
A dry run, or practice attack, seems more plausible a reason for this airstrike then denying weapons to Iran or Gaza.

“ In a statement adopted unanimously on October 24, the 15-nation council called on all sides to work toward a “sustainable cessation of all violence.”
A unanimous adoption of acceptance of this four day cease fire? Unheard of previously. When the Syrians and the Russian/Chinese would push for this on other occasions the NATO countries would encourage the rebels to continue fighting. A curious motion, indeed. Is it all for show?

Syrian oppositionists must recognize that the lack of decisive international action is not only the result of Russia and China vetoing any meaningful action in the Security Council, or NATO countries’ unwillingness to enter into another war in the region. In fact, the international community is waiting for Syria’s disorganized opposition to transform itself into a coherent, effective force as much as the opposition is waiting for the international community.
The Syrian opposition has so far failed to present itself as a unified actor.
Attempts to enlarge the SNC have been unsuccessful, owing to reservations expressed by some important groups, such as the Democratic Forum, about joining an organization that relies on foreign sponsors.

Turkey is turning to regional powers Iran and Russia, backers of the Damascus regime, to help it deal with Syria's bloody civil war that has spilled across its border with deadly shelling and a flood of refugees, analysts say.
Turkish Prime Minister Recep Tayyip Erdogan gave the first signs last week that Ankara may be shifting the way it approaches the 19-month conflict after holding what local media called a “surprise meeting” with Iranian President Mahmud Ahmadinejad in Baku.
Ankara has proposed to Iran establishing a set of trilateral mechanisms involving key regional players to face the Syrian crisis raging at their doorsteps.
“This (trilateral) mechanism might involve Turkey, Egypt and Iran,” Erdogan said. “A second mechanism could involve Turkey, Russia, Iran. A third could be made up of Turkey, Egypt and Saudi Arabia.”
“This represents a significant shift in position by Ankara,” Semih Idiz wrote in the English-language Hurriyet Daily News

—The Obama administration for the first time backed the Lebanese opposition's call for a new government to be formed in Beirut, following Friday's killing of a high-ranking Lebanese intelligence official.
The State Department's announcement Tuesday marked a shift by the U.S. and the West, which initially appeared to support Prime Minister Najib Mikati, who came to power last year with the backing of militant Lebanese political party Hezbollah.
The government of Syrian President Bashar al-Assad has indicated to Russia that it will accept U.N.-Arab League peace envoy Lakhdar Brahimi's proposal for a Muslim holiday ceasefire in Syria, Moscow's U.N. envoy said on Wednesday.
"We have had indications that they (Syria's government) are accepting the proposal of Mr. Brahimi," Ambassador Vitaly Churkin told reporters after a closed-door meeting of the 15-nation Security Council during which Brahimi briefed council members via video link from Egypt.
Brahimi told council members that a final announcement Of a ceasefire with rebels was expected Thursday. Churkin seemed to confirm remarks Brahimi made earlier on Wednesday in Cairo, when he said the government had indicated its acceptance of the proposed truce.

For the first time, his brigade's snipers would be able to strike back at night against regime snipers who already have night-vision capabilities in the street-by-street fights for territory in the battleground city of Aleppo.

The U.S. government is intensifying its intelligence sharing and
military consultations with Turkey behind the scenes as both countries
confront the possibility that Syria’s civil conflict could escalate into
a regional war, according to U.S. and NATO officials.
As Syria’s internal conflict has increasingly spilled across its
northern border into Turkey, the U.S. government has stepped up
cooperation with its key NATO ally. In recent weeks, military officials
from both countries have met to make contingency plans to impose no-fly
zones over Syrian territory or seize Syria’s stockpiles of chemical and
biological weapons, U.S. officials said.
U.S. intelligence agencies were also the source of a tip that led the
Turkish military to intercept and ground a Syrian passenger plane en
route from Moscow to Damascus(not a surprise) last week on suspicions that it was
carrying Russian-made military hardware, according to U.S. officials.
The United States and NATO have publicly supported Turkey, saying it
has a right to act in self-defense. At the same time, they have called
for restraint and repeated that neither Washington nor Brussels has any
intention of getting involved militarily.
Behind the scenes,
however, the border clashes have changed the strategic calculus and led
U.S. military and intelligence officials in particular to collaborate
more closely with Turkey.

I can certainly assure you that our militaries, our military
officers, are in contact,” Francis J. Ricciardone Jr. , the U.S.
ambassador to Turkey, told journalists in Ankara on Tuesday. “This week I
know there is a special focus of our military experts talking about
Syria. And what militaries do well is plan for every contingency and
every eventuality.”
Ricciardone said “no political decision has
been made” regarding whether to support or impose a no-fly zone in
Syrian territory to protect civilians or opponents of the government of
Bashar al-Assad in Damascus, but he acknowledged that U.S., Turkish and NATO officials were discussing options.
“Will we consider it?” he said. “We consider everything.”
Ricciardone did not provide details about the recent
U.S.-Turkish military talks regarding Syria. But his comments came after
Adm. James Stavridis, the chief of the U.S. European Command and the
Supreme Allied Commander of NATO military forces, visited Ankara and
Izmir in early October.
Stavridis did not speak with reporters, but he posted a message on his
Facebook account saying that he met with Turkish Defense Minister Ismet
Yilmaz and Gen. Necdet Ozel, Turkey’s top military commander, to hold
“important talks considering the events transpiring in the Levant.”
For now, Turkey primarily wants statements of public support from NATO
and reassurances that the alliance would come to its aid if necessary,
said Ross Wilson, a former U.S. ambassador to Turkey who now serves as
director of the Dinu Patriciu Eurasia Center at the Atlantic Council in
Washington.
“A big part of what they’re looking for is that I’d call political
support as opposed to NATO sending in fighter squadrons or thousands of
troops,” Wilson said. But he added that Turkey also wants the U.S. and
NATO to demonstrate willingness to update military preparations and
planning in case events along the Syrian border quickly spiral out of
control.
“In their eyes, there’s a whole bunch of scenarios that
could result in outside involvement, but they don’t see anybody talking
about it as much as they’d like,” Wilson said.
The Obama
administration has said that it would likely intervene if Assad’s
government engaged in chemical or biological warfare,(always false flag potential with that scenario)and Pentagon
officials have said they are monitoring the whereabouts of Syria’s
stockpiles of those weapons.
With a presidential election looming, however, the administration has
said it is pushing first for a political solution to the Syrian civil
war. (Political solution or stall for time?)
With the United Nations paralyzed, Turkey may lean on NATO to
intervene even without a U.N. mandate, possibly by imposing a no-fly
zone or haven for Syrian refugees if the civil war worsens, said Soner
Cagaptay, director of the Turkish Research Program at the Washington
Institute for Near East Policy. More than 100,000 Syrian refugees have
sought shelter in Turkey.
“NATO is the new U.N. for Ankara when it comes to Syria,” he said.
He acknowledged that many European members of NATO, distracted by the
continent’s economic crisis, would be reluctant to become involved. But
he said one alternative would be for select NATO members — such as the
United States, France and Britain — to assist Turkey with a military
intervention, while other allies remain on the sidelines.
“It could be a ‘coalition of the fighting’ within NATO,” Cagaptay said.

A huge car bomb exploded in a street in central Beirut during rush hour on Friday, killing at least eight people and wounding about 80, witnesses and officials said.

I find that opening sentence odd, since all minorities and sects were doing ok in secular Syria. The Christians were not being targeted and displaced until NATO's mercs came to town... There are some questionable assertions in this piece, but, what is compelling is the third way being suggest
Until now, two strategies have been pursued.

as special envoy, tried to negotiate a cease-fire and forge a consensus

A second strategy has been to assist the fragmented opposition (mercs) to

Gulf states and Turkey have provided the weapons. Other governments,
including the US, are helping. The opposition is much stronger now than
when the uprising began 18 months ago and it can now attack the regime
almost everywhere.(This claim is contradicted below)
The opposition is encouraged by international support and some seek
foreign intervention to hasten Al Assad’s fall. That is unlikely to
happen. The Syrian army remains strong enough to retake areas seized by
the rebels(contradicting the claim of the opposition being stronger then ever and able to attack almost everywhere) and it is being bolstered by Iran and supported by Russia. Al
Assad retains some support (vague, intentionally so) in the country and the security forces — led
by family and his minority Alawite clan (vast majority of Syrian soldiers are Sunni-"The majority of the Syrian military are Sunni,"So that sentence is intentionally misleading ) — have remained a potent force,
despite defections.
They are fighting hard because they fear that
defeat will mean their annihilation. (speculation, the writer has no idea as to the real reason the Sunni majority military is fighting the terrorists. I would think it is because the NATO merc/terrorists are destroying their homes) Moreover, the regime fears that
compromise could be construed as weakness.(?)
Moving on to the third option..
This is the time for a new goal and strategy and Brahimi is the man
because it was he who had defined the terms that provided Lebanon an
exit from its long civil war. The goal should not be to overthrow Al
Assad, however desirable that might be to many. The goal should be to
construct a path to a political system that provides voice and vote for
all Syrians and institutional checks and balances to protect all
minorities and sects.
What would the agreement look like?
At the start of the uprising, the Al Assad government had proposed
reforms of election administration, political parties, media and
nongovernmental organisations, among others. That is the right agenda,
but the reforms were so flawed that no one took them seriously. (But the reforms were so flawed they weren't taken seriously then, but, now that is the right agenda?) Last
year, representing the Carter Centre, Hrair Balian and I discussed with
the Al Assad government an approach that would modify the reforms to
make them credible and convincing to the democratic opposition.
The time might be ripe to place the weight of the international community behind a third option.
Correct me if I am mistaken, but, does it appear as if the third way is the Assad reforms that took place way back? Are we looking at some sort of stalemate here? Bizarre?

Noticed yesterday the story had gone down the memory hole. Which made me a bit suspicious.
As KenM points out in the comment section this “news” appeared to be a ruse to cover an agenda of moving some additional fighters into Syria.

it looks like the Peacekeeper plan was probably a piece of theatre
proposed by the SNC in Qatar in order to try & get some more guns on
the ground:

Suspicions were aroused for me, when Tunisia’s puppet leader said he was willing to send troops for the “Arab Peace Corp” Many Tunisians are presently in Syria, destabilizing the last secular Arab nation. While that story may have gone away, we should not assume the push to get more terrorists into Syria has.
The NATO war promoting media is also pushing the "unintended consequences" sales pitch. Woe to us all because inadvertently “weapons are ending up in the hands of Islamic extremists”Nice spin, if anyone is gullible enough to buy into that.

CIA officers are operating secretly in southern Turkey, helping allies
decide which Syrian opposition fighters across the border will receive
arms to fight the Syrian government, according to American officials and
Arab intelligence officers.
The weapons, including
automatic rifles, rocket-propelled grenades, ammunition and some
antitank weapons, are being funneled mostly across the Turkish border by
way of a shadowy network of intermediaries including Muslim

Oh and Guido, one last thing. The citizens of the NATO nations have no interest in seeing this warfare fomented by NATO mercs. The citizens of the world have no interest and take no pleasure from the thought of a potential nuclear conflict, more destruction of the planet and more mass casualties involving multitudes of innocent civilians.

I would think the UN envoy MUST consider peacekeepers that the Syrians would agree to having present.
As far as I can see there are only a few stories covering this news at this time
Lakhdar Brahimi, the veteran Algerian diplomat who took over as joint United
Nations and Arab League peace envoy last month, has spent recent weeks
quietly sounding out which countries would be willing to contribute soldiers.
Given the volatility of the conflict and the growing presence of Islamists on
the rebel side, it is thought British and American forces would be unlikely
to take part because of their past involvement in Iraq and Afghanistan.
Instead, Mr Brahimi is thought to be looking at more nations that currently
contribute to Unifil.
These nations that presently contribute to Unifil are Ireland, Germany, France, Spain and
Italy
France should be avoided like the plague. The French government has been knee deep in the destruction of Syria.
Ankara had been hopeful that it might be able to persuade Russia, to soften its opposition to military
intervention, including a no-fly zone.
As we have all read, that didn't work out. Putin didn't have time to visit Erdogan.
Then Erdogan forced the Moscow to Syria bound plane to land in Turkey
Meanwhile, Syria's state news agency said Damascus was ready to accept a
Russian proposal for a Syrian-Turkish joint security committee to try to
stop cross-border flare-ups.
The only other story that mentioned this news Tunisia says they would consider sending peacekeepers
Another nation that cannot be trusted by Syria or regular Syrian people

"The interception of a Syrian passenger plane from Russia, allegedly
carrying military gear to Damascus, is a sign of Turkey's mounting
frustration at the drawn-out conflict and its inability to hasten regime
change in its neighbour, according to analysts.

You see just a coincidence? After the NATO mercs tossed mortar across the border. Russia snubbed Turkey and Maliki issues a warning with Putin at his side, to keep NATO out of Syria. Just a coincidence...

Strategic Research Organization, said that it was not yet clear whether
the decision to force down the Moscow to Damascus plane was part of a
larger drive to change the dynamic of the war. "If it is acting with its allies, it's a clear message to Russia to
get out of the picture and stop arming Syria," he added. "It is such a
bold move, that one wonders if Turkey acted alone."
Does anyone think Turkey would have acted alone on this?
U.S. State Department spokeswoman Victoria Nuland declined Thursday
to comment on Turkish media reports that the intelligence on the plane's
contents had come from the United States. But she told reporters that Washington backed Turkey's decision to intercept the plane.
I am quite certain the US did indeed "back" Turkey's decision or told them what to do?
No fly zone anyone?
You could speculate about this being part of a build-up to imposing a
no-fly zone," said Hugh Pope, who leads the Turkey program for the

The called for no fly zone in Syria's north combined with the potential to move into Iraq could clear the way for an Israeli strike on Iran with the full support of NATO.
